This particular piece is semi-canon. It uses the characters from the series, but it isn't really on series main course. It's kinda just for testing and as a funny hobby of mine.

It means a type of government where chaos is the norm, when governments of various countries are so extremely radicalized that there's almost no freedom, happiness, mercy or pity for the poor souls who wants a good life. You are constantly watched in scrutiny, you only do what the Leader wants you to do, see what he wants you to see and hear only what HE wants you to hear. Basically a dystopia a la 1984, with the thoughtcrimes and all that.
